STAR in 2010 and beyond

STAR is a resource designed to increase flexibility for schools to meet individual student need. The resource is funded from the senior roll and can be used across the school when supported by a STAR policy outlining the schools? desire to do so.

STAR is to be used to purchase a range of experiential learning opportunities linked to individual student need and the good practice concept of personalizing learning, such as tertiary courses and work experience (as distinct from work placements under Gateway).

Resource flexibility will be reduced when schools hard wire STAR funding into capital expenditure and staffing, or use STAR to fund ongoing school-based courses. It is good practice to review curriculum to ensure it fits student need and links to the wider community. Schools are funded through their operational grant to provide core curriculum. STAR is not designed to fund ongoing core curriculum costs. STAR can be used to seed school-based courses, however once established these courses would be considered core curriculum and should be funded from the operational grant.

STAR can be used to meet the experiential learning needs of a wide range of students, including ? special needs, at-risk, and GATE students. It is not intended that a student receive ongoing STAR funding to attain a qualification at tertiary level.

Key concepts for use of STAR include:

  • Meeting individual student need
  • Personalizing learning
  • Maintaining flexibility to ensure resource is available to meet student need
  • STAR is not designed to fund core curriculum
  • STAR is available to meet needs of a wide range of students
